Came and turned off all the water, banged some pipes and left. I wouldn't mind if he called beforehand and said...."hey.... I'ma turn off the water for a while." but no. GRR.

Yeah...landlords can be annoying. Not having water would piss me off. It's getting hard to get used to renting again but until I know if I'll be staying down here I'm not looking at buying .
Years ago my twin and I had a landlord that used to come over and enter the house without notice. Since we never used to call him to repair things we thought he has just looking through our stuff. A quick call/complaint to the renter's association that ended up with a nasty letter to him about tennant's right brought that to an end. That freak was something else...I ended up having to sue him in small claims court to get my security deposit back. The joys of renting.

yeah, i was going to say they definitely need to give notice, even if you called about something. complain.

They need to give you notice about shutting off the water. 24 hrs if it is maintenance and asap is it is repairs is the minimum. The notice can be as simple as a knock on the door/phone call/msg or email, or as complicated as a post marked letter. Def. look over your rental agreement and see what it says about such things.

i know.. It's so complicated. we started renting in november, and by mm.... january had a totally new landlord. so It's really weird anyways. If I can get a job that pays decent, we're only staying til our lease is up. The only reason we're still here is it is only $310 a month plus electricity, and that's all we can afford. I'm pretty sure he didn't pay the water bill. It's turned back on now, but I think Illegally, because the metal lid over the water meter is smashed in pieces ,and the water meter's been halfway removed.

My landlord right now doesn't do a damn thing. The toilet in our downstairs bathroom has not worked properly since we moved in (almost a year ago now) and we have asked him many times about it but it has never been fixed. It also took him months to come and clean out a bunch of crap that was left in our storage shed, even though he originally said he would get rid of it the week we moved in. Bah. Really wish I could afford to own a home sometimes...
